Context for this Evaluation and MRAP

NABEP is scheduled to sunset in March, 2022.  The purpose of this evaluation was to provide findings and analysis of the Program to inform the Minister's decision-making about the future of the Program and / or the Agency's activities related to adult basic education and / or skills development / labour market readiness.  In this context, CanNor partially agrees with the recommendations and will endeavour to reflect them in the design and implementation of a renewed program or initiative, as per Minister's decision.

4. Improve the program results framework. Partially Agree

In the design of program delivery options, CanNor will recommend a program results framework that considers / uses a blend of data sources that considers the issue of capturing results due to the nature of the program as well as the capacity of program partners (e.g., available from program documents; recipient reports; and external sources). CanNor will also recommend consistent reporting and documentation from funding recipients.

5. Request 5 year spending authorities, which can be implemented using iterative planning supported by standardized reporting and templates (e.g., workplans, reporting against workplans, outcome performance indicators, etc.) in a realistic results framework. Partially Agree

6. At a corporate level, improve training of CanNor management and staff on the use of the CanNor document management systems so that there can be more effective use and access to historical, program records. Partially Agree

CanNor will develop guidance for officers on where to store documents related to G&C agreements; and how to ensure that there is access to the full suite of documentation relevant to the file. As well, CanNor will work to ensure that program information in document management systems are accessible across the Agency.

7. Recommence the Annual Tri-Territorial Meeting with a clear focus on information sharing of best practices and lessons learned, results monitoring and evaluation, and identification of possible collaborations on curriculum/course delivery. Decisions should be recorded and reported upon. This would also be an opportunity to engage relevant federal departments (e.g., ISC, CIRNAC, ESDC, etc.) and relevant territorial departments to explore a more stable federal-territorial agreement on adult basic education for a more appropriate longer term solution. Based on a review of historical documents from this process, and in consultation with federal partners, territorial governments and key stakeholders, CanNor will recommend a forum for discussion, if appropriate, to guide adult basic education and / or skills development in the territories.
