Foreword from the Director General, Pilimmaksaivik

As Director General of Pilimmaksaivik, the Government of Canada's Centre of Excellence for Inuit Employment in Nunavut, I am pleased to share the results of our first formal evaluation covering the period from 2019/20 to 2023/24.

Pilimmaksaivik was created as part of the 2015 Settlement Agreement between the Government of Canada, Nunavut Tunngavik Incorporated (NTI), and the Government of Nunavut (GN) to support the implementation of Article 23 of the Nunavut Agreement. Since then, Pilimmaksaivik has worked to coordinate a whole-of-government approach to Inuit employment, support departments in developing their Inuit Employment Plans (IEPs), and deliver programs that help Nunavut Inuit access and succeed in federal public service careers.

This evaluation confirms that Pilimmaksaivik is making meaningful progress. While the federal government has not yet reached its representation targets, we have strengthened coordination across departments, implemented culturally grounded programs such as the Inuit Learning and Development Program (ILDP) and Sivuliqtiunirmut Ilinniarniq Leadership Training (SILT), and established stronger foundations for long-term impact. We also acknowledge that systemic barriers to employment—such as housing, access to services, and workplace inclusion—remain and require continued and coordinated action across all levels of government.

I want to thank Nunavut Tunngavik Incorporated, the Government of Nunavut, and the many federal departments who contributed to this evaluation. I also want to extend my gratitude to the Nunavut Inuit participants and public servants whose stories and experiences have shaped our understanding of what's working and what needs to improve.

Pilimmaksaivik remains committed to advancing the goals of Article 23, strengthening intergovernmental collaboration, and supporting Inuit in achieving lasting, meaningful careers within the federal public service. This report provides a roadmap for how we can build on our progress and continue moving forward, together.

Context for this Evaluation and MRAP

The purpose of this evaluation was to provide findings, recommendations and analysis of the activities conducted by the Pilimmaksaivik Centre for Excellence in Inuit Employment from 2019/20 to 2023/24.

CanNor conducted the evaluation as part of its standard evaluation cycle and in accordance with the Government of Canada's policy to assess and review the effectiveness, efficiency and relevance of all its programs (as outlined in the 2016 Policy on Results). This is the first evaluation of Pilimmaksaivik since it was formally established in 2019 as a Centre of Excellence for Inuit Employment with funding allocated to specific activities.

Recommendation 1

Focus on increasing coordination and cooperation between the Government of Canada (GC), Government of Nunavut (GN) and Nunavut Tunngavik Incorporated (NTI) to create and implement a formal pre-employment training plan (PTP).

1.1 Participate in the implementation contract trilateral Working Group to co-develop a Pre-Employment Training Framework to meet the special needs of Inuit in anticipation of government employment, being informed by the IEP and NILFA.

1.2 Develop a whole-of-government federal PTP in alignment with the developed the Framework.

Recommendation 2

Expand wraparound supports to address barriers to employment participation.

Create and implement standard operating procedures (SOPs) for data gathering and reporting.

5.1 Using a phased approach, develop and implement SOPs within Pilimmaksaivik and other government departments with IEP obligations to improve data consistency, transparency, and accountability.

5.2 Investigate the creation of Inter-departmental Letters of Agreement (ILA) between government departments to ensure Article 23 obligations are implemented and reported accurately.
